In December 2020, the Central Economic Work Conference clearly listed "strengthening anti-monopoly and preventing disorderly expansion of capital" as one of the eight key tasks in 2021, emphasizing that anti-monopoly and anti-unfair competition are the inherent requirements for improving the socialist market economy system and promoting high-quality development.


In the context of the country's strengthening of anti-monopoly law enforcement, Beijing Zhongyin (Shenzhen) Law Firm took the lead in establishing the Anti-Monopoly and Competition Policy Research Center in 2021, when China's anti-monopoly law enforcement was unprecedentedly active, specializing in researching and carrying out various business consulting, training and compliance guidance related to anti-monopoly and competition policies.


The center is headed by partner Pan Liang and secretary general of the center, and the members of the center are mainly engaged in competition and regulation, anti-monopoly, anti-unfair competition, intellectual property, investment and M&A, corporate compliance and other business areas. On May 20, 2021, Professor Wang Xiaoye, the "first person in the anti-monopoly law", was invited to visit the BOC site to share cutting-edge hot issues such as the legal regulation of the "either-or" behavior of e-commerce platforms, the anti-monopoly regulation of resale price maintenance, and the revision of the Anti-Monopoly Law.


On October 9, 2021, Mr. Lu Yan, Director of the Development Research Center of the State Administration for Market Regulation, was invited to visit BOC to share the cutting-edge issues of anti-monopoly compliance group standard formulation and fair competition review.

The academic achievements of the members of the Center include: In 2021, they participated in the drafting of the group standard of the "Anti-monopoly Compliance Management Rules for Platform Operators" of the China Association for Standardization. In 2022, he participated in the drafting of the group standard of "Specification for the Construction of Fair Competition Compliance Management System for Business Operators" and the group standard of "Evaluation of the Effectiveness of Compliance Management System for Small and Medium-sized Enterprises" of the China Association of Small and Medium-sized Enterprises. In 2023, he participated in the compilation of "Data Security Governance Practice Guide (2.0)", "Metaverse Legal Practice" (one of the associate editors) of Law Press, and "Compliance Guidelines for Modern Enterprises" (one of the co-editors) of China University of Political Science and Law Press.
